HDF has established a program of working with private developers who are building affordable (Below Market Rate) units included in larger market rate complexes. In this program, HDF establishes a system for screening, assessing, and pre-qualifying interested applicants for the BMR units. If necessary, when the demand level of income eligible and mortgage ready applicants exceeds the supply, HDF conducts a lottery to determine which applicants will have highest priority for the units available.

The BMR Program is an active program with rolling entry points for an array of new developments. The list below illustrates our current partnerships with private developers. Some projects are underway, and some are still in predevelopment. The entry point for any development is through HDF's orientation program.

  • As a first step you must attend an HDF orientation session (to schedule an orientation, click here)
  • You must attend at least 1 one-on-one counseling session with an HDF homeownership counselor.
  • You must agree to attend a post-purchase counseling session or seminar once a year.
  • You must be a first-time homebuyer. A first-time homebuyer is defined as someone who has not owned property in the last 3 years.
